## Steps

1. Load hearing location codes (inline SQL, cached).
2. `InsertNewLocation` defaults `RequiresFullDayFlag = False`, `RotationFlag = False`, `CreateDate = Today`, `CreateUser = DPI.UserID`, and invalidates the `LocationCode` cache entry.
3. `DeleteLocation` is guarded by `CanDeleteLocation`.
